The normalization of the COVID-19 pandemic and the evolution of the digital society have become a new situation for the development of the tourism industry. Based on the changes in macro policies and demands, this study puts forward three factors for the transformation and upgrading of the tourism industry. The three factors are consumers’ demand, new digital technology and macro policies. And on this basis, the study puts forward the implementation path for the transformation and upgrading of the tourism industry including demand system and supply system.
