The overall goal of constructing the social governance pattern of co-construction, co-governance and sharing reflects the comprehensive promotion of modern government’s governance and policy ideas in the social field. It also reflects the change from a unified government management system to a diversified and coordinated government and social governance system of the main body. Through comparative study, this paper focuses on several key issues of “Soft Law” theory, in order to promote “Soft Law” research in the field of social governance to provide a useful reference.
