ABSTRACT

As an effective market economic policy means to reduce greenhouse gas emissions, carbon tax has been promoted and implemented by many countries around the world and achieved good emission reduction results. This paper systematically expounds foreign carbon tax systems and collection practices, and puts forward policy suggestions such as innovating tax administration, raising coal mine resource tax, establishing incentive and restraint mechanism for promoting pollution reduction and carbon reduction, perfecting tax supervision system, and establishing incentive compatible policies for energy conservation and emission reduction based on national conditions.
