The learning atmosphere is the concentrated embodiment of the university spirit, is the essential requirement of teaching and educating people, and is the fundamental guarantee to improve the quality of higher education personnel training. Strengthening the construction of learning culture is of great significance to the growth of students, the improvement of school teaching quality, the cultivation of high-quality talents and the formation of a learning society. Under the background of "Three all-round education", the construction of learning culture still has some problems, such as lack of educating force, lack of consistency in the whole process and lack of all-round carrier playing a role. By giving full play to the role of the main body of education, the role of each process stage and the role of each carrier, the construction of the learning climate is carried out in the whole process and in an all-round way, so as to achieve the holistic and comprehensive development of the construction of the learning climate, cultivate an excellent learning climate in an all-round way, and promote the all-round development of students' morality, intelligence, physical fitness, the United States and labor.
