ABSTRACT

By closely combining the economic and social development level of Shandong province and the current situation of modern service industry, this study explores the connotation and extension of colleges, and deeply explores the significant theoretical significance of the construction of colleges. Policies, markets, and universities are the three driving forces behind the construction of colleges.
