ABSTRACT
The development of China's Special Economic Zones (SEZ) is closely tied to the support of the rule of law. Research on China's local legislative power has strong Chinese characteristics. This paper provides a preliminary analysis of the main challenges faced by contemporary local legislation in China, based on a study of the legislative processes, present conditions, and issues within the country's special economic zones. It also analyzes major features of the legislative process and explores the relationship between governance in SEZs and local legislation, offering policy recommendations for policymakers.
