ABSTRACT

The foundation is not strong, and the ground is shaking. The grassroots are the cells of society and the foundation for building a harmonious society. The object of civil affairs is at the grass-roots level, the policy is implemented at the grass-roots level, and the results are reflected at the grass-roots level. Only when grass-roots civil affairs are strengthened can the overall civil affairs work reach a new level. In recent years, all localities have introduced social work into grass-roots civil affairs departments by exploring ways for the government to purchase services or set up social work posts, so as to enrich the strength of civil affairs personnel and improve their ability to serve the masses. Starting from the relationship between civil affairs and social work, this paper discusses the relationship between civil affairs and social work: civil affairs is a macro level management behavior, which manages, plans and guides specific social work. Social work is a micro-service at a specific operational level, which is to provide social services needed by specific clients, help people in difficulty and get development. Both of them play an important role in maintaining social stability, harmony and development. According to China's national conditions and the development of civil affairs and social work, it is proposed that social work in China should become an important part of civil affairs departments in China at present. It is not only in line with the actual conditions of our country, but also has certain feasibility, so that the development of both sides can complement each other's advantages and promote each other.
