ABSTRACT

This paper examines the historical practice and significance of Lin Zexu's agricultural governance model in Jiangsu during the Qing Dynasty. Lin Zexu's reforms, including water conservancy projects, grain reserves, disaster relief efforts, farmland protection, and agricultural innovation, played a crucial role in improving agricultural productivity and resilience to natural disasters. His promotion of early rice cultivation, the district farming method, and the introduction of the dragon-tail waterwheel not only addressed the pressing agricultural challenges of the time but also left a lasting legacy in Qing Dynasty agricultural policy. Lin Zexu's governance offers valuable insights into ancient agricultural management and continues to inform modern agricultural development.
